ci: write the pull request body in the gate step - #904

The gate job wrote the pull request body to a file in a separate step and passed its path on through GITHUB_ENV. On PR #903 the file was missing when scripts/check.sh ran, on two runs in a row, although the step that wrote it reported success. A failed gate on a correct PR is the outcome this is meant to prevent, so the write and the check now happen in the same step. The gate job wrote the PR body file in a separate step and handed its path over via GITHUB_ENV. On #903 the file was missing at
