Adds a
RELEASING.md, aligned with the Radical one:masterbuilds the next major, and every release is tagged on arelease-X.Ybranch.It differs from Radical in three ways:
master, and how to start a new minor;--latest=falsefor older majors;It also links the file from the README, fixes the README table of contents, and removes the
