Pushing a vX.Y.Z tag now publishes to the Visual Studio Marketplace and creates the GitHub release with the VSIX, without a manual approval step. Manual runs of the Release workflow only build and test.

Split the workflow into a build job (version checks, build, tests, artifact) and a publish job
that runs only for vX.Y.Z tags: it publishes the VSIX to the Marketplace and then creates the
GitHub release with the VSIX attached. Manual runs build and test only.
