Update to Icon Gauntlet rules and Banner, Icons and Badges guidelines

These changes include better wording, changes in formatting and new rules discussed by the Art Team (feel free to confirm with any other member if needed), as well as the addition of images related to the Icon and Banner Guidelines.

The more expressive changes are the new block on gauntlets for game pages without sets, new guidelines for how users should behave when making a gauntlet and talking with developers, bigger cooldown on multiple gauntlets for the same icon/set.

This is my first PR and I don't have experience with github, so I'd appreciate a more thorough look at these changes, as well as confirmation if the directories for links and images attached will show correctly on the website.

change-game-icon1.png and change-game-icon2.png are still being referenced because I swapped them with different files with the same name, the intent is for them to simply point to the newly added image files with the same name

badge-and-icon-creation.md is basically a dupe of badge-and-icon-guidelines.md, I'm proposing simply redirecting to the relevant pages related to icon gauntlet and badge creation instead.
