Exact scope and corrections

Exactly two Consumer documentation files: consumers/layer-order-workbench/README.zh-CN.md and consumers/layer-order-workbench/docs/WINDOWS-HUMAN-EXPERIENCE.zh-CN.md.

• Correct the MinGW Makefiles guidance to Windows PowerShell with an existing UCRT64 toolchain; CMake's installed generator documentation says it is incompatible with an MSYS/Unix shell.
• Make the aggregate human-session coverage explicit: relative insertion, duplicate objects, NULL payloads, adjacent/distant moves, forward/reverse traversal, comparison, valid no-ops, retired-ID rejection and reinsertion with a fresh occurrence ID.
• Correct the README's outdated description of completed Phase 2 measurement work; retain all evidence limitations.

No Full/Mini production, public API, build, test, shared workflow, governance, tag or release changes. No confirmed Consumer runtime defect or demonstrated Mini library defect was found during this preparation.

Local engineering evidence (not human-use evidence)

Windows 11 Pro x64, existing Visual Studio Community 2026, MSVC 19.51.36260.0, CMake 4.3.1-msvc1, Python 3.13.14. Copied only Mini and the Consumer outside the checkout; source/build/test files match the final HEAD.

• Actual guide configuration with measurements OFF: MSVC Debug 5/5 and Release 5/5 CTest; existing UCRT64 GCC 16.2.0 with MinGW Makefiles in PowerShell: 6/6 CTest, including supported allocation-failure checks.
• PowerShell syntax/executable discovery/help verified; four guide PowerShell blocks parsed successfully. All 10 relative links in the two changed documents resolve.
• Full frozen API manifest: 64 functions PASS; Mini header/implementation unchanged (18 functions).

• Full PR CI: six matrix jobs and full-gate PASS
• Mini CI: five matrix jobs and mini-gate PASS

These are engineering checks, not real-user sessions or independent approval.

Acceptance boundary

• Verify actual Windows commands, documentation links and exact Consumer-only scope.
• Verify scope-guard, full-gate, mini-gate and workbench-gate on the exact final HEAD above.
• ChatGPT Mini lead independently reviews this final HEAD and authorizes normal merge.
• Capture and validate three genuine human-operated sessions, each with at least 20 processed commands and a complete footer; replay all originals and inspect actual observations.
• Normal merge after independent authorization and final post-merge verification.

PARTIAL — HUMAN INPUT REQUIRED. Genuine human evidence remains 0/3. Codex scripts, generated workloads and replays do not qualify. Keep this PR Draft and Issue #7 open. Successful CI and this author's review do not replace independent acceptance. Do not proceed to Step 2 or begin a new library version.

Independently checked both complete changed Consumer documents, the exact diff against main 51c011d4a6e20492ed52be0d8d6eb5b9f974cb8a, actual consumers/layer-order-workbench/CMakeLists.txt options, PowerShell command usage, Windows/MinGW generator guidance, trace provenance/coverage, and links.

All exact-HEAD GitHub checks completed successfully: full-gate, mini-gate, workbench-gate, trusted scope-guard, Scope Guard selftest, and two measurement platforms. Scope Guard recognized exactly two Consumer documentation paths. No Full/Mini production, contracts, workflow, governance, tag, or Release changes.
