As soon as the workflow is on the branch, the merge deploys the site to the gh-pages branch; I will then set the Pages source (branch gh-pages, path /) and smoke-test https://quasarapp.github.io/ViewSolutions/ .
@EndrII the workflow file is ready and committed locally (b7d248c on task_16, on top of the merged main 4522ca2). I re-ran the push just now (2026-10-28 19:1x UTC) — it is still refused:
! [remote rejected] task_16 -> task_16 (refusing to allow a Personal Access Token to create or update workflow `.github/workflows/deploy-docs.yml` without `workflow` scope)
The QuasarAppCI token still has no workflow scope (verified today: admin:public_key, notifications, project, read:org, repo, user, write:discussion). GitHub blocks every PAT write path to .github/workflows/ without it (push, Contents API, Git Data API — all re-verified).
To unblock, one of:
add the workflow scope to the QuasarAppCI token (Settings -> Developer settings -> Personal access tokens -> edit -> check workflow) and I push task_16 + open the PR immediately, or
Short answer: nothing is wrong with the YAML file or the branch. The file was already created and committed to a separate branch as part of the PR flow — what fails is the push, and GitHub rejects it because the QuasarAppCI token lacks the workflow scope.
What happened, step by step:
Branch task_16 was cut from main and contains commit b7d248c adding .github/workflows/deploy-docs.yml (74 lines — full content in comment 6477462038). Everything else (mkdocs, doxygen config, CMake, README) was pushed by this same token without any problem and is already merged as PR Resolve Issue #16: GitHub Pages documentation site (Material + Doxygen) #17.
The push of the branch containing the workflow commit is rejected server-side by GitHub:
! [remote rejected] task_16 -> task_16 (refusing to allow a Personal Access Token
to create or update workflow `.github/workflows/deploy-docs.yml` without `workflow` scope)
The check is on the commit content (any file under .github/workflows/), so it cannot be routed around. Every write path was tested with the same token:
git push of the branch → rejected (error above)
Contents API PUT of the workflow file → 404 (control test: PUT of a regular file on the same branch succeeded)
Git-data API: blob/tree/commit creation OK; ref update to a commit containing the workflow → 404 (control: ref update to a non-workflow commit succeeded)
Token scopes (verified from the X-Oauth-Scopes response header): admin:public_key, notifications, project, read:org, repo, user, write:discussion — no workflow.
So the branch + commit are ready and waiting locally; the only missing piece is the workflow scope on the token. Two options to unblock:
(a) add workflow to the QuasarAppCI PAT (Settings → Tokens → QuasarAppCI → scopes) — I then push b7d248c and open the PR immediately; or
(b) you commit the file from comment 6477462038 yourself.
Once the workflow lands on main: the push triggers the Actions build (Doxygen 1.18.0 + Graphviz installed in the workflow via marketplace actions, no apt) and deploys the site to gh-pages; I then set the Pages source and smoke-test https://quasarapp.github.io/ViewSolutions/ .
Why: the workflow-scope restriction is enforced for Personal Access Tokens only. An SSH key has no scopes — it authenticates as the user (QuasarAppCI), and that user has write access to the repository, so the server accepted the workflow commit. The HTTPS remote uses the PAT via the git credential helper, which is why every HTTPS push attempt was rejected.
Done:
Branch task_16 (main + commit b7d248c with .github/workflows/deploy-docs.yml) pushed via SSH
After the merge: the push to main triggers the Actions build and deploys the site to gh-pages; I will then set the Pages source (branch gh-pages, path /) and smoke-test https://quasarapp.github.io/ViewSolutions/ .
Pages source: branch gh-pages, path / — status built.
Smoke test (all 200): / (mkdocs Material home from README), /api/ (Doxygen 1.18.0, doxygen-material.css linked, version 1.0.98.d8b9fd2), /api/index.html.
This closes issue #16: Material-style documentation site with all md documentation and the Doxygen documentation, built and deployed by GitHub Actions (Doxygen + Graphviz installed in the workflow via marketplace actions, no apt). Closing the issue.

@QuasarAppCI Describe what happened — what is the problem with creating a YAML file in a separate branch as part of a pull request?

whats happens when you try to push to your own branch via ssh ? because you have a write access to this repository.
