AI assistance

OpenAI Codex; the exact runtime model identifier is not exposed by this session.

What changed

High-risk PRs currently require the owner label even after a formal bot approval. Accept either owner-approved or the latest submitted coderabbitai[bot] review when it is APPROVED and its commit_id matches the current PR head. API errors and unknown review metadata fail closed.

  • Add validated CodeRabbit settings and repository-specific path instructions.
  • Clarify that only the owner or an explicitly authorized reviewer may apply owner-approved; coding agents must never apply it to their own PRs.
  • Re-evaluate submitted, edited and dismissed reviews through an unprivileged signal and a trusted default-branch evaluator; never check out PR code.
  • On high-risk PR opened/synchronize events, request @coderabbitai review below ten stars, deduplicated by a hidden per-head marker. Only the comment job has issues: write.

How verified

CodeRabbit YAML passed the current official JSON Schema. Whitespace checks passed. Both workflows passed actionlint; 39 simulated scenarios passed (node test-workflows.cjs in the local rollout validation workspace), covering review state/SHA/identity, API failures, races, risk classification, star thresholds and comment deduplication. Application builds and runtime tests were not run because this change only affects review configuration, governance workflows and agent guidance. Remote CI is reported separately; no real account, portal, Telegram, carrier, SMTP, cloud deployment or trading operation was used.

Risk and rollback

The gate changes approval policy; a bot comment/check alone never passes it. The existing default-branch gate remains authoritative until merge, so this PR may require owner action under that policy. Review-event delivery and status publication remain asynchronous: an Actions outage cannot synchronously revoke an old commit status. No owner-approved label, branch protection, ruleset, deployment or runtime configuration is changed. Revert the governance/configuration change to restore the previous policy.

Summary by CodeRabbit

  • Chores
    • Updated automated pull-request checks to consider current review approvals and recheck changes before reporting results.
    • Added conditional review requests for qualifying high-risk changes, with safeguards to avoid duplicate requests.
    • Closed pull requests are excluded from risk-check reporting.

Walkthrough

The changes configure CodeRabbit reviews and add GitHub Actions workflows that select pull requests for risk evaluation, check approval state, publish statuses, and conditionally request CodeRabbit reviews.

High-risk pull requests can now pass the gate on an owner-approved label that was applied by anyone with label permission or applied before the latest commit. Restore the label-actor and head-freshness checks before merging. A separate minor issue lets any commenter suppress the automated CodeRabbit review request, which blocks the PR but does not bypass the gate.

Do not treat label presence as current approval.

approved becomes true whenever owner-approved is present. The workflow does not check who applied the label or whether the label was added after the latest head update. A label can therefore authorize a newer high-risk commit without approval for that commit. If an unauthorized user can apply the label, the gate also accepts that approval.

Read the latest owner-approved label event, verify its actor against the owner or an explicitly authorized reviewer, and bind it to the latest PR head update. Use the head-update event rather than the commit timestamp as the freshness boundary.

Require a trusted author for the coderabbit-queue marker.

The head-marker check at lines 213-214 accepts only comments from github-actions[bot]. The queue-marker check at line 216 has no author check. Any commenter who posts <!-- coderabbit-queue:<head sha>:attempt- --> for the current head causes the job to return before it posts @coderabbitai review.

Without that request, the gate has no coderabbitai[bot] APPROVED review for the head, so the high-risk PR stays blocked until the owner acts. This fails closed and does not bypass the gate. Any user can still trigger the block cheaply.

Apply an author restriction to the queue marker. Confirm which account posts the local queue's marker before merging. If that account has OWNER, MEMBER, or COLLABORATOR association, the filter below keeps deduplication working. Otherwise, the filter suppresses the local queue's own markers, and duplicate review requests can result.
