Brings
scripts/back in line with the organisation's canonical checker. The new rule is
check_docs_baseline: a repository that carries aLICENSEisexpected to carry
CONTRIBUTING.md,SECURITY.mdandCODE_OF_CONDUCT.mdbeside it, and a repository without a
LICENSEis expected to carrySECURITY.md. It runs under thedocscategory, which is blocking in phase 2.The rule exists because the audit found public repositories with a licence and
nothing else — no stated way to contribute, no route for a vulnerability report,
no code of conduct. A licence alone answers "may I use this"; it does not answer
"how do I send a change" or "where do I report a hole".
Repositories that fail the new rule get the missing files in a separate change,
so the checker and the content it checks do not land in the same pull request.
The diff is the canonical files themselves.
