What changed
Replace the Phase 1 fixture's infrastructure identifier with a synthetic service and stub only the adapter's manifest loader. Apply the same synthetic manifest boundary to the installed-dependency and scheduler consumer fixtures, so tests do not derive physical infrastructure identities from the repository inventory. Preserve the real installed UES API tests and all PAPER/SG/safety/alias guards.
How verified
Focused M03 and manifest/configuration regression tests, repository Ruff, diff whitespace and redacted Gitleaks passed. The complete hosted suite and current-head Codex receipt are checked before disposition. No production code, manifest, dependency, workflow, protected binding or assertions are weakened.
Why
The automatic review triggered when #708 became ready posted a late P1 finding after #708 was merged: its new unit fixture contained an actual service identifier. The initial pre-merge receipt was clean. This follow-up fixes that finding in main without rewriting the merged PR or Git history.
Risk
Tests only under owner t1270u's instruction to fix review findings. No PAPER start, deployment, trigger installation/activation, notification, Secrets/IAM, DEFAULT_SPEC or unrelated PR work. This does not qualify broker identity or deployed safety, and it adds no execution authority.
