将应用版本从 2.0.16+91 升至 2.0.17+92，供本次 Windows UDP 进程绕过修复发布使用。无运行逻辑、依赖、协议或 ABI 变化。
配套原生库为 proxy-everything 0.6.15（已合并的 tun2proxy #15 / proxy-everything #61 修复）。发布工作流将显式使用 lib_version=0.6.15；常规 UI CI 继续使用现有稳定原生库验证兼容性。
已验证：FVM Flutter 3.47.8 的
fvm flutter analyze --no-fatal-infos --no-pub、fvm flutter test --no-pub（204 通过、7 跳过）、Windows Release 构建；EXE 数值版本为 2.0.17.92，构建/暂存/应用目录的原生 DLL SHA-256 相同。Android 三 ABI 安装包将在本机以现有证书构建、校验并上传；不分发 CI APK。用户行为文档已在配套主仓修复中更新。
