chore: propagate Ruby releases to Rails with Changesets

💡 Motivation and Context

Core Ruby releases should also release Rails so its exact SDK dependency advances, without requiring contributors to select Rails manually. Rails-only changes should remain independent.

• Declare posthog-ruby: workspace:* in the private Rails release metadata and refresh the pnpm workspace link.
• Changesets treats this as an exact dependency and automatically includes a Rails patch in the release plan when core changes.
• Keep independent gem versions and update RELEASING.md to describe automatic propagation, explicit package selection for code changes, and the backwards-compatible qualification.

Release infrastructure only: no gem code, public API or version changes, and no changeset needed to trigger a release.

💚 How did you test it?

Real Changesets CLI release simulations with frozen pnpm installs, the existing Ruby version-sync script and built gem inspection:

• Baseline without the dependency: a core-only patch does not release Rails.
• Core-only patch/minor: automatically includes a Rails patch.
• Rails-only patch: core version and release selection are unchanged.
• Both explicitly patch: Rails is bumped once.
• Explicit Rails minor alongside a core patch: the requested Rails bump is preserved.
• Two consecutive core-only releases: propagation continues and the built Rails gem pins each new exact core version.

Also passed: pnpm install --frozen-lockfile, 1,255 RSpec examples (zero failures; two expected optional OTel pending), full RuboCop and public API snapshot check. Fresh read-only review found no issues.
