feat(consent): recognize GPP US state sections 23-27 - #361

Adds Minnesota (23), Maryland (24), Indiana (25), Kentucky (26) and Rhode Island (27) from the IAB GPP section registry, so a CMP reporting one of them resolves to the us regulation instead of null.

Why
The IAB GPP registry defines US state sections up to ID 27, but the SDK only knew up to 22 (Tennessee). A CMP reporting sections 23–27 resolved to a
nullregulation instead ofus, even withusas the default. Consent flags and thegpp_sidsent to edge were unaffected, but theregexposed on the consent object was wrong.What Changed
