Overview
Release-prep for @openpresentation/cli 0.18.1: bumps packages/cli/package.json from 0.18.0, assembles four changelog fragments into ## 0.18.1 (2026-10-11), and refreshes pnpm-lock.yaml.

Dependency floors move with the train: runtime @openpresentation/opf ^0.18.3, dev pins opf-render and opf-pptx at 0.18.1. The shipped notes cover validate warning opf/slide-size-out-of-range (via core), candidate-gallery CI behavior (opf), GitHub Releases on CLI npm publish (RR-20), and release-prep peer-range handling—those behaviors land in other packages/workflows; this PR only documents and pins versions.

Housekeeping: removes the consumed changes/*.md fragments and scopes changes/rr78-candidate-gallery-ci.md to package opf only (drops cli).
