Moves oclapi2 from Python 3.12 to 3.13, so that every OCL Python service runs on the same version.

• Python 3.13 in Dockerfile (both stages), build.yml and pr.yml (lint and tests). Also updated the comments in docker-compose.local.yml and on COVERAGE_CORE: sysmon.
• Packages without 3.13 builds: pyyaml 6.0.1 → 6.0.3, ijson 3.2.3 → 3.4.0. Django 5.2.17, pylint 4.0.9 and the rest already support 3.13.
• Settings: removed USE_L10N (Django 5.0 dropped it) and replaced STATICFILES_STORAGE with STORAGES. Django 5.1+ ignores STATICFILES_STORAGE, so whitenoise's CompressedStaticFilesStorage hasn't been in effect since the move to Django 5.2; collectstatic will post-process (compress) static files again.

Verified on Python 3.13: requirements.txt installs and manage.py check is clean. Local pylint ran out of memory in a capped container, and the test suite needs ES and Redis, so both are left to CI on this PR. CI sets PYTHONHASHSEED for a hash-order-dependent test; check that it still passes on 3.13.
