Prepares the 1.4.1 release: bumps the version and moves the changelog to a
[1.4.1]section. The changelog was missing most changes since 1.4.0, so it now lists everything merged since then.Three changes alter behavior and are called out under BREAKING: unknown names in threat conditions are rejected (#362),
SetOfProcessesis removed (#364), and cyclic boundary parents raiseValueError(#366).Depends on the release workflow PR being merged first. After this merges, the release is made by pushing the
v1.4.1tag.
