Part of #2620 ("the armors, the fairies, the bows, etc... none of that is showing me any stats"). Right-clicking an item makes the client send eqinfo. Nothing handled it (Could not found Handler implementation for Packet with Header eqinfo in the world log), so no detail window ever opened.
Changes
ItemInfoService builds the e_info answer for an item. Each value adds the item's base to the instance's upgrade and rarity bonuses.
Weapons: damage, hit rate, criticals and ammo. The type is 0 for melee, 1 for bows and for adventurer/swordsman secondaries, and 5 for magic.
Armour: the three defences and dodge.
Gloves and boots: defences, dodge and the four resistances.
Rings, necklaces and bracelets: cellon level, cellon slots and the cellon options added to them.
Fairies: element and element rate.
EquipmentInfoPacketHandler answers eqinfo for worn items (type 0) and for the equipment bag (type 1).
NosCore.Packets 21.6.0 carries the new e_info layouts (NosCore.Packets#558).
Not in this PR:
Specialist cards. Their slinfo answer reached the client, which showed the card's level and name but not its skills or points. The field layout could not be checked against a trace, so cards still get no answer.
Costumes and amulets.
eqinfo from the shop, exchange and private-shop windows.
Testing
dotnet test: everything passes except EveryDeclaredEffectIsNamed, which also fails on master.
ItemInfoServiceTests checks the exact line for each layout. The gloves line matches a recorded trace.
EquipmentInfoPacketHandlerTests covers the bag, a worn item, an empty slot and an unhandled source.
In the client: a level 30 Swordsman has these items in the bag and right-clicks each one:
a +5 rarity 3 Short Sword, a +5 rarity 3 Leather Armour and a Fire Fairy
then, in a second run, Wind Gloves, Water Shoes and a Cat's Eye Necklace with one cellon
Before (master): right-clicking the +5 Short Sword in the bag opens nothing
After (this branch): the sword's detail window shows damage 123-149 with the upgrade bonus, hit rate 136 and price 12 180
After: the Leather Armour +5 shows its three defences and its dodge
After: the Fire Fairy shows its element and its 30 % rate
Right-clicking a weapon, armour, fairy, gloves, boots or a ring, necklace
or bracelet sends eqinfo, which had no handler: the client opened nothing
and the player never saw an item's stats. ItemInfoService builds the
matching e_info answer from the item and its instance (upgrade and rarity
bonuses included, cellon options for jewellery), and
EquipmentInfoPacketHandler sends it for worn items and the equipment bag.

The change adds item detail packet generation for supported wearable items and handles equipment-info requests for inventory and worn equipment. It also updates the packet package version and adds automated and manual checks.
IItemInfoService and ItemInfoService generate detail packets for supported wearable items. Jewelry options are loaded and ordered by level. Tests check packet fields and unsupported items. The managed NosCore.Packets version changes to 21.6.0.
The handler maps request types to equipment pockets and sends generated details when an item and packet are available. Tests and manual checks cover requests for items in the equipment bag and worn equipment.

Test the secondary-weapon type mapping.
Add tests for secondary weapons with item class 1 and 2. Assert the serialized packet type so a change to this mapping cannot pass unnoticed. A unit test alone cannot establish that the client accepts the layout.

Add tests for the secondary-weapon mapping in the ItemInfoService flow for item

through an appropriate client-acceptance check that the serialized layout is
accepted; unit assertions alone do not establish that.

On the review's trivial nit about secondary weapons with class 1 and 2: I'm leaving it as it is in this PR. The mapping is a single expression, and the weapon test already checks the full serialized line for the default type. A test for each class would only repeat that expression.
