Bump NosCore.Analyzers to 2.1.0 and read skill cooldowns from IClock - #2619
CharacterSkill.LastUse is a nullable Instant (null until the first cast) instead of a DateTime seeded an hour in the past.
CharacterSkill.CanBeUsed takes the current instant; UseSkillPacketHandler gets it from the injected IClock and stamps the same instant on a successful cast.
UseSkillPacketHandlerTests drive the cooldown with the shared FakeClock; the cast test advances it during Hit to check that the cooldown is stamped when the hit completes.
Testing
dotnet build NosCore.sln: 0 warnings, 0 errors with the 2.1.0 analyzers.
dotnet test: everything passes except EveryDeclaredEffectIsNamed, which also fails on master.
In the client, an Adventurer with skill 203 (10 s cooldown, 2 MP) on quick slot 3 targets a Baby Dander on Chicken Farm Path, presses 3 to cast, presses 3 again during the cooldown, then waits it out. Master and branch behave the same: the first press casts (su ... 203 ... 100, 70-73 damage), the slot shows the cooldown (00:08, then 00:05), the second press casts nothing, and the slot is ready again after 10 s.
Master (cast, pressed again during the cooldown, ready again):
Branch (same steps):
The client greys the slot out itself, so a second cast during the cooldown never reaches the server from the real client; the server-side refusal (cancel without hitting) is covered by UseSkillPacketHandlerTests.UsingKnownSkillOnCooldownSendsCancelAndSkipsBattleService.
Skill cooldown checks now use a consistent time source, helping ensure skills become available at the correct time. Cooldown timing is also recorded when skill use completes.
No actionable comments were generated in the recent review.
Walkthrough
Skill cooldown state and checks now use Noda Time instants. The packet handler gets the current instant from an injected clock and records it when a cast is committed. Tests use the shared clock. The centrally managed analyzer package version also changes.

LastUse is now a nullable Instant. CanBeUsed accepts an Instant now and checks the cooldown against that instant.

UseSkillPacketHandler uses its injected IClock for cooldown checks and cast timestamps. Tests use the shared clock for setup and assertions.

Explanation
The title names two changes: the NosCore.Analyzers bump from 2.0.0 to 2.1.0, and the switch to reading skill cooldowns from IClock. The changeset contains both. The analyzer bump is in Directory.Packages.props, and the cooldown move is in CharacterSkill, UseSkillPacketHandler, and their tests. The title is specific and matches the main change, so it passes.

NosCore.Analyzers 2.1.0 rejects DateTime.Now. CharacterSkill.LastUse is now
a nullable Instant (null until the first cast) and CanBeUsed takes the
current instant, which UseSkillPacketHandler reads from IClock.

- Line 120: Update the commit that assigns trackedSkill.LastUse so it samples
clock.GetCurrentInstant() after Hit completes, rather than reusing the instant
captured before Hit. Add a test that advances the fake clock during Hit and
verifies the committed cooldown timestamp reflects the completion time.
