ci: publish to NuGet with Trusted Publishing - #196
The NuGet API keys expired on 2026-11-01 and nuget.org now caps new keys at 30 days. This switches the release job to NuGet Trusted Publishing: the job exchanges a GitHub OIDC token for a short-lived API key via NuGet/login, so there is no stored key to rotate.
The matching Trusted Publishing policy (owner NosCore, repo NosCoreIO/NosCore.Networking, workflow dotnet.yml) is already active on nuget.org.
Once this is merged and a tag publishes successfully, the NUGET_API_KEY repo secret and the expired nuget.org key can be deleted.
NuGet package releases for matching version tags now use updated publishing authentication. This changes the release process without affecting the package’s functionality.

Walkthrough
The release workflow adds a conditional NuGet login step. The NuGet push uses the API key output from that step instead of the repository secret.
The release job grants id-token: write. For matching tags, it runs the pinned NuGet login action with user 0Lucifer0. The NuGet push uses the action’s NUGET_API_KEY output.
The authentication change is mergeable with bounded follow-up: unusually slow packaging could expire the publishing key. Obtaining the key after packaging avoids that recoverable release failure.

Move the NuGet login to run just before the push.
The NuGet/login key is valid for about one hour. The Pack and push to NuGet step runs restore, build, and pack before dotnet nuget push, so a slow packaging phase can expire the key. The push then fails, and the release job fails. Moving the login after pack limits the key's age at push to seconds.
