…ts toggle Step 3 of specs/006 §10. rust/src/api/announcements.rs exposes the cache (whole, critical first), a stream that re-emits it after every sweep, arrival or flag, the read/dismissed flags, and the toggle. The toggle is the settings key announcements_enabled, device-scoped: off closes the subscription at the tap and the relay pump discards what arrives behind the close; on re-issues the filter. Dart gets a fifth row in Notification settings, persisted through Rust, in all seven locales. The spec records what the bridge settled (§6.1, §7).

Full details: Title check
-
Explanation
The title names the main change: a Rust-to-Dart bridge for the announcements cache plus an Announcements toggle. It uses the conventional type(scope) prefix and fits the changeset, which adds the bridge API, the toggle provider and screen, and the persisted setting. The title is 78 characters, within a typical length limit.
Full details: Description check
-
Explanation
The description follows the repository template. It has a linked issue (Part of
#319, with the stacked-PR note), a type, a what-and-why section, an affected-flow section naming the Rust and Dart files, a blast-radius section covering persisted data, generated bindings, platforms, localization, and the wire format, platforms tested, manual testing steps with expected results and not-covered items, screenshots with a justification, automated tests, a checklist, and an AI assistance section. Gaps: the 'Closes' line is not used because this is a stacked PR, which the author explains; the 'Commits are signed' and 'I ran the Manual testing steps' boxes are unchecked and the author states manual testing has not been run; the Platforms tested section says no device run occurred; the screenshots section gives no image of the visible change. These gaps are disclosed, so the description is mostly complete.

…iled read off Review round 1 (#889). - Rust: a refresh (Online, resume) read the setting, awaited the cache sweep and then stored what it had read, so a tap in between was undone and the subscription reopened with the persisted switch off. Toggle changes and refreshes now take one mutex. - Rust: a failed read of the setting counted as consent; it now keeps the channel off until a later refresh reads it. - Dart: writes of the toggle go one after another, and a refused write re-reads Rust instead of restoring the pre-tap value, which can be the default the load had not yet replaced. - Five settings files that dart format reformatted by mistake are back to main.

Serialize the initial subscription open with toggle changes
With a populated allowlist, turning announcements off while the initial pump task is starting can leave the relay subscription open. refresh_subscription sets LOOP_ACTIVE and spawns run_subscription, but that task opens the subscription without acquiring TRANSITION or checking ENABLED. If this close runs before the spawned task reaches live_subs().replace, the task subsequently recreates the subscription after the off operation completes. The event gate discards received announcements, but relay traffic and the registered subscription continue until another refresh closes it. Serialize the pump's initial open with toggle transitions and recheck the enabled state before opening.

Fixed in cec8fd6: the first live_subs().replace moved into refresh_subscription, under TRANSITION, so it is ordered with every toggle change; run_subscription only pumps the stream it is handed. A failed open drops the loop guard like the early returns did.
…lock The pump task used to issue the first `live_subs().replace` on its own, after `refresh_subscription` had spawned it. A tap that turned the toggle off between the spawn and that call closed nothing yet and the task then opened the subscription behind it: relay traffic and a registered REQ with the switch off, until the next refresh. The open now happens in `refresh_subscription`, with `TRANSITION` held, so it orders with every toggle change; the task only pumps the stream it is handed. A failed open drops the loop guard, as the early returns did.

feat
What changes and why
The announcement channel's reader and cache already exist (#662, #665) but nothing could reach them from Dart and nothing could turn them off. This PR adds the bridge surface (
rust/src/api/announcements.rs: the cache whole, a stream that re-emits it after every sweep, arrival or flag, the read / dismissed flags) and the Announcements toggle in Settings → Notifications, persisted in the Rust settings table because its value decides whether Rust opens a relay subscription. Off closes the subscription at the tap and discards what arrives behind the close; on re-issues the filter. The allowlist is still empty, so nothing is live yet — the off switch ships before the surface, as the spec orders.Stack: this PR → #890 (cards in Notifications) → #891 (publisher tool + doc) → #892 (the keys).
