Before: the bundled class and property suggestions (#235) included the ERA ontology, but not railML 3 or RailTopoModel. Neither of them is in the LOV dump.

After: railml: (railML 3, 144 classes, 279 properties) and rtm: (RailTopoModel 1.4/1.5 as published by railML, 43 classes, 49 properties) are always bundled, right after era:. For example, ?s a rtm:NetEl suggests rtm:NetElement, and ?s a NetElement lists both era:NetElement and rtm:NetElement.

How: two entries were added to ALWAYS_INCLUDED in fetchLovData.js, both read from https://ontology.railml.org/ontology.ttl (railML.org licence, bundling approved by Mathias), and lov-terms.json was regenerated (599,979 bytes, 394 namespaces). The user and developer guides now mention the always-included vocabularies, and a patch changeset was added.

Follow-up to #195.

Adds the railML 3 (http://ontology.railml.org/railml3#, prefix railml) and
RailTopoModel (http://ontology.railml.org/railtopomodel#, prefix rtm)
namespaces of the railML ontology to ALWAYS_INCLUDED. Neither is in the LOV
dump, so their terms are read from https://ontology.railml.org/ontology.ttl.
