fix(ui): resolve actual TTL days in stale_ttl label

Per-node title for verification='stale_ttl' printed literal 'N days' instead of the configured VOR_TTL_DAYS (default 30). Now uses the same lazy import with fallback as the VOR coverage header.

Found during audit of #33/#34/H3 work: label showed 'N' while coverage header showed real value.
