Update upload-artifact to verified v7.0.2, refresh the policy validator's pinned SHA and explicitly retain archive:true for the named ZIP receipts consumed by backup and deployment workflows. Native stack #55 precedes #54.
The complete local CI suite passed, including bootstrap, secret isolation, deployment failure paths, evidence consumption and encrypted backup/restore.
Draft: the organization artifact storage quota is exhausted, so actual hosted upload/download compatibility remains unverified. Local tests do not establish that remote round trip. No unrelated artifacts were deleted and no database runtime changed.
