scan: a folder holding only Steam's own files is not a save - #115

Steam keeps remotecache.vdf in userdata/<user>/<appid> for games that have no save there at all. Measuring a found save counted it, so twenty-odd such folders were pointed out as new games with saves, and tracked. The file is already never synced (delta.NeverSynced); measuring leaves it out too, so such a folder is empty: not pointed out, and listed as empty. Steam keeps
remotecache.vdfinuserdata/<user>/<appid>even for games that keep no save there. When measuring a found save folder, the scan counted it, so on my machines twenty-odd such folders were pointed out as new games with saves, and tracked with nothing to sync. The change: measuring leaves out the files no save is made of (
delta.NeverSynced, which sync already skips). A folder holding only Steam's file measures as empty, so the background scan doesn't point it out, andopensave scanlists it as empty.Test:
TestMeasure_OnlyLauncherFilesIsEmpty, which fails without the change ("measured 1 file(s)").Checks: the full unit and e2e suites pass locally on today's
