After the Photos app had been opened, Ctrl+drag stopped working until Filee was restarted: the donut window still had its topmost flag, but Windows had moved it below normal windows, so Explorer stayed on top and the dragged files never reached the donut (Explorer simply copied them). Showing a window that is already topmost does not move it in the z-order, so the donut is now put back on top every time it opens. Showing a window that is already topmost doesn't move it in the z-order, so the donut is now put back on top (without activating it) every time it opens:
