Code signing policy and privacy statement; skip CI for documentation-only changes - #24

…ation SignPath Foundation, which gives open-source projects a free code signing certificate, asks for a "Code signing policy" on the home page and the release pages: the README gets the section (team roles, what is signed, how releases are approved) and a privacy statement describing the only network access (update check, engine downloads), and every release's notes now start with a link to it. Releases stay unsigned until the application is approved, and the section says so. Pushes and pull requests that only change Markdown or docs/ no longer run the build and tests.
