follow-redirects 1.16.0 is affected by High advisories GHSA-q3jh-wrc6-jgq8 and GHSA-8r9p-f939-6h3c. Update the two package-lock.json entries to 1.16.1, changing only version, resolved URL and integrity. package.json, the existing Axios range and runtime source are unchanged.

Frozen install, compile and all 127 tests across six suites pass. Hosted test evidence and both current/history secret scans pass. Runtime audit reports zero critical/high/moderate vulnerabilities; the existing one Low AWS SDK v2 advisory remains separate.Conditional cloud review decision: Balanced risk tier. Actual route: an existing independent Codex cloud-agent source peer check; this does not claim a Copilot Balanced setting or an Anthropic model/effort selection.
Review evidence: this credential-redirect dependency warrants deeper source review. An existing Codex cloud agent who did not author the patch independently verified the exact six-field delta, registry tarball SHA-512, upstream behavioral diff, both advisories, Axios range and bounded source call/header inventory. No blocking source issue was found. This uses an existing authorized cloud-agent route with no additional paid provider request; it is not a formal GitHub human approval or a completed Copilot/Claude provider review. The existing exact-head Copilot result excluded the lockfile and reviewed no files, so it supplies no review coverage. Detailed peer receipt: /workspace/r4-closeout/signing-pr6-independent-cloud-review.json.
The owner directed progressing the prepared SigningServer/Desktop source changes once human reviews are optional and applicable cloud review and required checks pass. Human developer review is optional by policy; live ruleset 24651096 still technically requires an approval and last-push approval. An existing GitHub administrator route is needed to apply the prepared review-only settings change; no bypass or extra generic source-approval request is intended.
This is public-source integration only. It does not deploy/restart the separate running service, change credentials/configuration or establish runtime exposure, deployed version, health or compatibility acceptance.
