Bump IOR to f1172addabad for MPIIO stonewall fix - #122

Conversation
Update IOR_HASH to include hpc/ior#556 ("Do not apply the stonewall deadline to a coalesced MPIIO transfer"). With --mpiio.useFileView --mpiio.useStridedDatatype every segment moves in the first transfer, so the stonewall deadline recorded a wear-out count of 1 and truncated any later read phase using stoneWallingStatusFile. The only IOR change since 402b7d67b6a5 is this fix. Tested with a short debug run (stonewall-time = 1): - Ubuntu 24.04 x86_64, autoconf 2.71, MPICH: prepare.sh builds, all phases complete. - Rocky 9 aarch64, OpenMPI 4.1, 2 ranks on Lustre: all phases complete (with hpc/ior#554 applied, needed for autoconf 2.69, as before).
