Remove referencias aos schemas deletados (evCancPrestDesacordo.xsd e tiposGeralCTe_v3.00-OPENSSL.xsd) que causavam o erro MSB3030 no build. Adiciona os novos schemas evCancVincPgto_v4.00.xsd e evVincPgto_v4.00.xsd, e habilita CopyToOutputDirectory para evCancPrestDesacordo_v4.00.xsd.

Esta PR corrige falhas de compilação (erro MSB3030) ocorridas no projeto
CTe.AppTesteapós o commit2cc2da0b("chore: atualiza schemas cte").Naquele commit, alguns arquivos
.xsdforam removidos e outros adicionados ao diretório de schemas, porém o arquivo de projetoCTe.AppTeste.csprojnão havia sido atualizado, fazendo com que o MSBuild tentasse copiar arquivos inexistentes para a pasta de saída durante a compilação.O que foi alterado
