Update libdd dependency versions and adjust trace-agent call sites for the new APIs. Remove the datadog-opentelemetry dependency from datadog-agent-config by keeping TracePropagationStyle local, and refresh LICENSE-3rdparty.csv for the resolved dependency graph. SVLS-9951
