What does this PR do? What is the motivation?
Fixes DEBUG-4637
In-app enablement of Live Debugger and Dynamic Instrumentation for .NET requires .NET SDK 3.57.0 or later (DataDog/dd-trace-dotnet#9344). Environment-level Exception Replay enablement for .NET also requires 3.57.0.
Manual (environment variable) enablement minimums are unchanged.
Merge readiness
Can merge before .NET SDK 3.57.0 is released. Until then, the pages direct .NET users below the in-app minimum to manual enablement with environment variables, which works on earlier SDK versions.
