What does this PR do?
Expose the evaluated split serial ID as
__dd_split_serial_idin OpenFeature flag metadata when span enrichment is enabled, without requiring an active trace.Motivation:
Preserve positive and zero serial IDs while omitting the key when the UFC has no serial ID, matching DataDog/system-tests#7820.
Change log entry
Added and validated a customer-facing fragment for the metadata fix.
Additional Notes:
Companion system-tests adapter: DataDog/system-tests#7856; release-version activation remains pending.
How to test the change?
The OpenFeature rake task passes on Ruby 3.1, 3.2 and 4.0 with latest and minimum OpenFeature SDKs (316 examples each; 1,896 total).
The candidate passes all 5 serial-ID system tests and 24 dynamic-evaluation regressions; full RuboCop and Steep pass.
Changelog schema, Vale checks and rendered entry pass.
