Add self-resolved LoL bin hashes

Adds 21 previously unresolved LoL BIN hashed identifiers.

All mappings were resolved using CommunityDragon data only. For each entry:

• the unresolved {xxxxxxxx} value is present in exported BIN data;
• the corresponding plaintext string is also present in CommunityDragon data;
• lowercase FNV-1a 32-bit of the plaintext exactly matches the unresolved hash;
• no conflicting plaintext candidate was found in the scanned corpus.

tools/hashes-prepare was run before committing.
