Adds focused regression coverage for Identity Lab's critical service workflows and business invariants.

Coverage

• Dashboard counts, capacity rules, and administrative statistics.
• User creation, deletion, membership cleanup, and capacity recovery.
• Self-deletion and persisted lifecycle state.
• Owner and admin membership repair workflows.
• PostgreSQL search behavior and membership consistency.

Validation

• git diff --check passed.
• Tests could not be executed locally because the .NET SDK was unavailable.
• Compilation and test execution must be verified in CI before merging.

Notes

• 16 regression test cases.
• Uses real PostgreSQL persistence and UltimateAuth services for integration scenarios.
• No production changes.
• Remaining coverage gaps are documented.
