Summary

Closes #121.

Introduce configurable per-user identifier limits to prevent uncontrolled identifier growth.

Changes

• Add MaxIdentifiersPerUser with a default limit of 10 active identifiers.
• Support optional MaxIdentifiersPerType limits without imposing per-type defaults.
• Exclude soft-deleted identifiers from active limits.
• Enforce limits for both self-service and administrative operations.
• Add validation and regression tests for identifier limits.
• Display identifier usage (e.g., 3/10) in Identity Lab.
• Update server configuration, Users domain, and Client SDK documentation.
