catalog_specs now uses regex_title, only readable by esgvoc >= 6.2.0. setup-esgvoc installs the esgvoc required by esgvoc.min_version of the manifest instead of any esgvoc >= 4.0.0.
fix(catalog_specs): rename regex_base_id into regex_title + version bump
