While debugging an issue with Mithril's automated dependency bump, I decided to see if I could build ecos on Apple silicon.

The underlying c-library compiles just fine, and this PR ensures we have packaging in all the platforms where we need it.

What

  • Build the native library on four runners and publish one jar that holds all four, with no classifier.
  • Bump the version to 0.0.15.
  • Raise the CMake floor so CMake 4 builds the library.
  • Run CI on pushes to master, the default branch.

Why

Mithril needs this jar on Apple Silicon. CI built Linux x86_64 alone, and its push trigger named a branch that does not exist, so no jar ever reached GitHub Packages from CI. With one jar, each consumer drops its platform classifier.

Build the native library on Linux x86_64, Linux aarch64, macOS arm64,
and macOS x86_64 runners, then package all four into one jar with no
classifier. Run CI on pushes to master. Bump the version to 0.0.15 and
raise the CMake floor so CMake 4 builds the library.
