Closes #404.

pandas 3.1.0 can no longer display a DataFrame built directly from big-endian FITS data, so Cell 3 of openuniverse2024_roman_tds_supernova has failed in CI since pandas 3.1.0 was picked up. This builds the obseq DataFrame with Table(...).to_pandas() instead, which converts to native byte order.

Tested locally with pandas 3.1.0, numpy 2.5.4 and astropy 8.0.2: the notebook's first five cells (through the obseq min/max calculations) now run. The only visible change is that the filter column prints as R062 rather than b'R062', and the notebook doesn't use that column.
