Epic: 2.3.1 #198

Goal

2.3.1 is a patch release of 2.3.0: fixes for bugs that shipped in 2.3.0 (or earlier) and still reach a consumer of it, with no new feature and no new public member. Per decision 94, release/2.3.1 is cut from the tag it patches, v2.3.0 (edeb90c), and its fixes reach release/2.4.0 by merging main once v2.3.1 is tagged.

In scope and out of scope

In: a bug whose defect is in code released as 2.3.0, fixed on a fix/<slug> branch from release/2.3.1. Out: enhancements, documentation-only changes and anything that depends on 2.4.0 work (those stay in #177), anything breaking. A fix that reports more under an existing Error rule records its exception to decision 34, as #159 did.

Done when

Every sub-issue is closed, the suite passes, oracles seeds shows every seed caught (decision 112), v2.3.1 is tagged on the merge of release/2.3.1 into main, the packages are on nuget.org, and main is merged into release/2.4.0. The release PR into main closes this epic.
