feat: require agreeing to the Terms to create an account - #183

The sign-up form now has a required "I agree to the Terms & Conditions and Privacy Policy" checkbox, and Create account stays disabled until it is ticked. Google sign-in, which can create an account from either mode, shows a "By continuing with Google, you agree to..." notice instead. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
