The backup waiter matched progress by backup ID alone, allowing a later restore of the same backup to supply another operation's result. It now checks the operation type and start time too and returns an error if tracking switches. Adds table/JSON regression tests and keeps the existing failed-backup fixture's start time stable across polls.
Tested on macOS arm64 with Go 1.27.1:
go test -race -count=1 ./...,go vet ./...,go build ./...,gofmt -l .andgit diff --checkpassed. Regression tests reproduced the incorrect completion before the fix. Linux CI and the GoReleaser snapshot have not been run locally.
