Adds arcli tiering commands for status, bounded file inspection (tiering file), migration, scans, statistics and policy management, with typed requests, input validation and confirmation for policy deletion. Lists support table/JSON/CSV; object commands support table/JSON. CSV preserves original field values with lowercase snake_case headers, table/CSV timestamps retain fractional seconds in UTC RFC3339Nano, and JSON retains original response fields and null values. Missing routes retain inspectable HTTP status and server messages rather than being inferred as disabled features. File listing uses Arc's limit parameter; the current endpoint has no offset or cursor.

Tests cover endpoint requests, response shapes, validation, admin/licence errors, CSV quoting/control characters, timestamp offsets and precision, raw JSON preservation, and missing-route HTTP errors. Shared feature helper regressions are coordinated with the other affected administration PRs.

Closes #28.

Validated locally on Linux with Go 1.25.6: go test -race -count=1 ./..., go vet ./..., go build ./..., gofmt -l . and git diff --check. Tests use HTTP fixtures, not a live Arc server. The GoReleaser snapshot was not run locally.
