Adds
arcli scheduler cq reloadto refresh active continuous-query jobs andarcli scheduler retention triggerto run all active retention policies. The retention command asks for confirmation because a policy may permanently delete data; both commands support table and JSON output. Arc's admin, Enterprise licence, disabled-scheduler and role-gating errors retain their HTTP status and message. Closes #33. Verified withgo test -race -count=1 ./...,go vet ./...,go build ./...,gofmt -l .andgit diff --check.
