Adds
arcli queries active,history,show, andcancelfor Arc’s query-management API. Lists support table, JSON, and CSV output; history validates--limit, query IDs are checked before requests, and cancellation prompts unless--yesis passed. API errors retain their status and server message, keeping licence, permission, missing-query, and already-finished responses distinct.go test -race -count=1 ./...,go vet ./..., andgo build ./...pass. Closes #30.
