What changed in this PR
Removes Lambda layer publishing from the release workflow because the layer is no longer needed as a release artifact.
Changes:
- Deletes the
_lambda_layers_releasetarget and its AWS publishing commands. - Removes that target from
release, preserving the build, dependency checks, GitHub release, and S3 publishing steps.
