DX-2069 We end to end test `state publish` and `state install`

Closing as superseded. This WIP targets DX-1754, whose work has since reached master through another merge, and it changes code that has been replaced since (pkg/platform/runtime/buildexpression, pkg/platform/model/buildplanner.go, internal/runbits/requirements). Its goal, an end-to-end test that publishes an ingredient and installs it, is now covered on master by TestPublishBuildEncrypted in test/integration/publish_int_test.go, which publishes, installs and imports the package. Installing from a private ingredient namespace also works on master.
