Part of #718.

L1^p L2^p for two linears with numbers for coefficients, at one power p that is not whole and not 1/2, is integrated as (L1^p L2^p/Q^p) · ∫ g Q^p with Q = L1 L2. The quotient is constant on each interval between the roots, so its derivative is zero, and the joined integral is checked against the joined integrand.

The rule is dispatched first. Square roots of two linears are left to the 1.1.1.6 rules and the combined radicals, which write the sign as sgn. Linears with symbols in them are left to the rule for each linear, which answers them ten times faster.

Rubi corpus, against master 7e5768b (both arms built and run in one chain; master then moved to 384be90, merged here):

master this branch
Pocket (7,779 rows) 7,715 solved, 13 timeouts 7,725 solved, 8 timeouts
Families 0–8 sample level level
Rows that moved, rerun alone 0/10 10/10

The ten are 1.1.1.3:1073, 1111, 1112, 1114, 1115, 2986–2988, 2994 and 2995, each answered in 0.3–0.8 s. There are no losses, no wrong answers, and no solved row more than 2× slower. The performance gate and the unit suite (15,403 passed) pass.

BREAKING-CHANGES.md has an entry with six of the rows, measured on 2.5.0 and on this branch.
