Bundle the matching libusb DLL into the Windows x64 and ARM64 SDSIO-Server executables, eliminating manual DLL setup for users.

  • Select the x64 or ARM64 DLL during the CI build and verify initialization with a temporary smoke-test executable.
  • Include third-party notices and corresponding source materials with the Windows artifacts.
  • Update build and user documentation; retain the WinUSB driver requirement.

Validated locally with an x64 build, version check, and USB initialization smoke test. Native ARM64 execution remains to be verified by the ARM64 CI runner.

Required if we want to support the SDS-Extension on win on arm native (Open-CMSIS-Pack/vscode-cmsis-sds#207)
