A node the heartbeat routine worked on (install, update, repair or check, whatever the result) is left alone for 24 hours; before, only a failure held a node. Offline and login-paused nodes stay skipped and a node whose heartbeat arrives is never touched. When SenseHive is not reachable or not set up, a routine pass changes nothing (every node would look silent) and the summary in Fleet Setup says why. 348 tests locally.
