getLatest() is the previous release, so a version without its own changelog section got the change notes of the version before it: 0.6.0 was published with the ones of 0.5.10. The beta suffix is dropped for the lookup, so a beta shows the notes of its version. The changelog block and the patchChangelog dependency of publishPlugin are dropped, the IntelliJ Platform Gradle Plugin sets both up itself.
The release draft only read the Unreleased section, and the beta prerelease only linked to the pull request.
It raises the pluginVersion, moves the Unreleased section of the changelog under it and opens a pull request to main. This replaces the patchChangelog step and the changelog pull request after the release, which the template does and which needed an extra pull request per release because main is protected.

So the 0.6.1 release goes through the Prepare Release workflow.
Move the 0.6.1 changes back to Unreleased

Their head is main, so the push build already ran for the same commit and its checks show up in the pull request.
