set up a CI workflow for the server and the client

Currently, the project only has the CI workflow for the flutter part of the project. There is no CI workflow for the server and the ReactJs Client.

Describe the solution you'd like
I want to implement CI workflow for the server and the client using GitHub Actions.

Additional context
Adding the workflow would make the process of contribution efficient.
